New table ontology_properties to store the ontology predicates

In order to build the ontology from the database, it is necessary to create a table to store the predicates of the ontology called ontology_properties. This information should not change very often.

In this excel is how the new table should look like. Additionally, we must edit the chebi-schema.sql file in the Chebi ETL repository to include this new table.
