upgrades pip so that packages can be installed from behind a proxy

also upgrade markdown dependencies because they require a newer python

it looks like previous issues were fixed in DCM

django compressor can now be used in offline mode so that the static
files have identical names on all servers

this setting ensures that django compressor always generates the same
filenames on all servers

if memcached is not running (for example, in development), the task
should not stop the deployment pipeline
