* Redirect to visual-framework.dev

For #1200

- removes gh-pages deployment
- removes /vf-core base url
- use https://stable.visual-framework.dev/
- fixes some old vf-welcome urls still hanging on

We'll also need to "sneak this one" past lerna, otherwise it will trigger updates for most components.

After we merge this one in, we can then add redirects from https://visual-framework.github.io/vf-core/* to the new domain
