safeguarding the 62->64 patches from being applied in a wrong order (or following an incomplete one)

The error was actually hidden by the big eval{} in runworker, but with some debugging, one would have seen:

bugfixfix: make sure schema_version is not checked for new pipeline databases, but checked prior to topping-up

This reverts commit 7d12f586.

Test-suite for many eHive modules (thanks kiwiroy !)
New Hive::Utils::Test module that allows to test:
 - a runnable in standalone job mode
 - the initialisation of a pipeline
 - running a worker

As part of this process, several scripts are now mainly defined in modules
under Scripts/
