Finally added the copyright statement on all source code files and the test to ensure it is kept up to date

For large pipelines there is still too much data at the minute resolution, so give an option to change that

And added the junit libraries

The Python Params API had not been updated following the changes made to
the Perl API in January 2016

The advantage is that it sleeps less (5 seconds instead of 50), and leaves
some messages in $log_buffer. There is the same number of refresh().

If the sync has just completed, we don't need to recompute the stats, but we still have to release the lock

If the sync has just been completed (meaning less than 5 seconds ago) there is no need to attempt it again
