With the "DisplayStretched" option on: now draws the mid-point of the semaphores next to the boxes instead of under them

making _allocate_to_subgraph() a member function allows not to pass $config as a parameter every time

Added an option to duplicate the tables and include them into their parent boxes in the graphical output of the pipeline

added an SQL view over analysis, worker and lsf_report tables to show analysis-wide resource usage stats

moved submit_workers_max/pending_adjust/total_workers_max/meadow_options into Config, but they are still configurable from BK's commandline via config_set(); lots of code cleanup on the way

kill-worker-process-by-worker-id: simplified specific Meadow code by moving general checks out of them
