* Add prototype GitLab-CI configuration

A fairly minimal set-up, with three changes of note with respect to
Travis configuration: dropped perl-5.10 builds, switched from perl-5.26
to perl-5.30, and use the master branch of _ensembl_ rather than the
long-obsolete experimental/mapper_update. Moreover, unlike Travis we do
measure test coverage - for 5.30 tests.

Changed itree license from Alessandro to EBI

Travis: explicitly use Ubuntu Trusty for builds

Matthieu Muffato's experiments with ensembl-hive have shown that in
spite of https://docs.travis-ci.com/user/languages/perl/ claiming
Travis supporting perl-5.8 and newer, the oldest version supported under
the Xenial environment is 5.22. This has since been confirmed by a post
on Travis community forums:
https://travis-ci.community/t/failure-with-perl-5-16-5-18-5-20/2458 .

We are presently not ready to drop support for Perl versions older than
what Travis makes available under Xenial, therefore let us for the time
being make sure we continue to use Trusty for now.

[ENSCORESW-3077] Travis: Unify configuration of Slack notifications

The README gets displayed on this repository's front page on GitHub so
it is a way of reaching at least some users about the need to re-clone
the repository.

[ENSCORESW-2745]. Avoid testing interval tree stuff with current/previous core api branches which do not support new experimental extensions.

[ENSCORESW-2541]. Interface change similar to that applied to insert to make it compliant with core API.
