Added new option to method fetch_all which is include_lrg. By defualt lrg slices willl NOT be returned if this is not set (default is off) also since at present all lrg regions are non reference this flag must be set too to get the lrg regions.

added new method fetch_by_region_unique which returns the non duplicate regions. This is mainly for getting non duplicated regions like assembly patches or haplotype regions

Always de-reference the value got from get_mapping_path().

  Note in the POD that the new $no_fuzz argument is optional and by

  This was done to allow the user to by-pass the fuzzy matching code.
  This will allow for some speed increases and to remove any ambiguity

changed deprecated method plus changed fetch_by_band description to say do not use it as it makes no sense

The quotes are no longer necessary since the bind_param statement now explicitly specifies the type, removing the nasty MySQL casting issue that caused them to be added in the first place.

checking of the meta_key for 'xxxx'build.level and check if slice is toplevel to limit search in seq_regions
