Changing all ens-staging1/2 to ens-staging3, as we'll be using this new host for pipelines until the EBI shift over

This reverts commit 3e24194c.

The delete commands hadn't been updated after adding the new alt_allele tables "alt_allele_attrib" and "alt_allele_group".

Fixes for the alt alleles code. We needed to make sure we used the right variables in the code. Also needed to make sure an array is actually defined during construction

Bugfix? Previous revision of this script assumed that we could have only one ensembl_id (gene) associated with an OTTG. This is not true as projected genes have the same OTTG attached to them as theier parent gene on the primary assembly.

use alt_allele data from vega to populate core as gene names may not be up to date in core when alt_alleles.pl is run
