Apply box-sizing: border-box to all elements by first applying it
to the html element and then making all other elements inherit this
property from their parent (i.e., eventually, from html)

(To allow browser bling to be transfered to tánaiste; to allow backend
delivery).

Allows transfer of browser bling to tánaiste, which in turn allows an entirely
tánaiste testcard, which in turn allows a backend-driven browser app.

(Reveals performance issue).

Hack for March. We've not thought the object-model through for this yet.
Needed so that tánaiste for gene can be genericised across four(!) tracks
without copy-and-paste. Returns fixed value at present.
