- Split entity viewer redux state into smaller parts, one of which is sidebar
- Added the sidebar part of entity viewer redux state,
   modelled as an object keyed by genome id.
- Added a pair of statuses (OPEN, CLOSED) to the Status enum
   and used it to denote whether sidebar is open or closed.

Conditional on environment, will show new component in development,

Using ReactDOM's portals, place tooltip at the top level of the body element
rather than making it a child of the element it's pointing at.

(Should fix problems occurring when tooltip extends beyond the bounds of its container
and either gets cropped or causes the container to show scrollbars)
