Update data and annotation property generation with ChemROF

This PR supercedes !2 (closed) by using ChemROF instead of Wikidata for annotation and data properties in the ChEBI 2.0 ontology generation

  • update templates in the python generation
  • make sure chemrof is included in the prefix map

One potential alternative - InChi key could be modeled as a database xref or skos:exactMatch.
