Description

Using one or more sentences, describe in detail the proposed changes. This updates the schema and the api versions to 97.

Latest ontology db patch (patch_95_96_b.sql from https://github.com/Ensembl/ensembl/pull/347) was missing the patch identifier and updated fixtures data and thus erring on test db patching. This has now been fixed and updated to schema 97.

Tests dbs have been patched.
