Description

Make stable_id updatable with update function of gene and transcript

This is an old existing bug, claimed to be resolved by other Ensembl teams

no drawbacks

Unit tests are updated

If so, do the tests pass/fail?

All tests are passed with travis as well

Have you run the entire test suite and no regression was detected?
