Turn off use of proxy if URL is FTP and contains globbing characters.

This allows us to pick up the RefSeq release documentation, which is
located in a file called 'RefSeq-releaseNN.txt' (where 'NN' is the
release number), by downloading 'RefSeq-release*.txt'.
