C. elegans specific parsing of RefSeq_dna file 

- New xref: to a WormBase CDS feature
- Modify WormbaseCElegansRefSeqGPFFParser to serve both kinds of files
- extract a utility method from RefSeqGPFFParser
- xref_config.ini stanza for wormbase_cds
- tests for new functionality
