[ENSCORESW-3122] Relicense Zircon from GPL to Apache-2.0

As per our internal agreement regarding all HAVANA repositories, EBI
copyright only starts in the year we first made changes to the code
(i.e. this one).

Regarding the starting year of the GRL copyright, it is based on the
date of the first commit in Git history so it might be necessary to
extend this further into the past if said history is incomplete.

Fix precedence problem by replacing or with ||

Since Perl 5.22, it warns of possible precedence problem it cases
like : return $value or die('Sad');
return $value is tested, not $value. It can be fixed by either using
|| or by using () around the test.
The problem was already there in earlier versions of Perl but no
waring was issued.

...to match header, and ZMap expectations.
