Updated the sentence that says which version of the core schema the document refers to; used 20 since this is (probably) the release that will be on the new seq_region based schema

Modified get_repeatmasked_seq and _mask_features with an added optional parameter that allow selecting teh way of masking, soft or hard, depending on the repeat class or name
