Older version of 3.7 was not able to resolve ClassUtils.isAssignable(javaType, Number.class) and causing NullPointerException

TRM-24502: Added fetchTaxonomicLineage.py script, which contains proper parsing of command line arguments through argparse.

- PIRSRRunner: Extracted and simplified the logic to merge facts, in this case adding PositionalProteinSignature
- Avoid duplications in the facts coming from FactMerger

- Download latest rules from ARBA instead of SAAS
- Use ARBA rules instead of SAAS rules in unifire-workflow.sh

- Owner and group of predition output files is set the same as the input file
- Added wrapper script to run the unifire docker image
